I'm not sure, but you can hear it first at 1:42 more or less in "It's the music" by Meat Beat Manifesto. To me it sounds like a lo-fi "ooo" sound, like a vocal or small choir. It plays throughout the song:



I've heard it in other songs from the early 2000s, maybe some videogame soundtrack, so maybe it was part of one of those sample cds from then.

I'm certain it's a sample, the way it plays out is the exact same every time and the pitch is just transposed for each chord
Also, in the first half of the track, there is a faint flute sound that plays towards the end of the longer version of the sample

It's a sample of some chord from a jazz record. Or maybe just a sample of a chord that jack dangers recorded in the studio.
