Screen recorders that also do down to 2 fps or there around?

In the 90's I used some software that did AVI files and 2 fps that worked well for tutorial on my software at the time. With sound and all and became really small files, which were important having 56k modems etc.

The ones bundled with some software I have now start at 15 fps or so. But this might be limitation for mp4 or h264, not sure.

So 2 fps would be sufficient, what is available?
