Yes, it seems you can combine Modern dynamic EQ with static Vintage EQ (in either order), but not make Vintage EQ dynamic.
Because they've decided that they’d rather install everything on a machine if it avoids just one extra support request. So if those same resource files are in every variant of the plugin, it makes sense to install the resources once, and a tiny wrapper for each format.
