Fabfilter Pro-L is my go-to, but since that’s ruled out, I’ll throw out my probably unpopular opinion: the new Waves L4 Ultramaximizer. Personally, I’m a pretty big fan of Waves, love their low prices/sales, and don’t mind the WUP, but most people here feel much differently. If it came with a fully featured clipper and multiband similar to Limitless or DynOne that would be absolutely sick... for me probably be the closest possible thing to an 'instabuy'.

As great as Tone Projects plugins are, something about them doing a limiter doesn't excite me. IMO the best limiters all have modern UIs, excellent visual feedback, and are easy to dial in... things that are not really in TP's wheelhouse.

There's alot of good limiters, hard to call anything "best" because that is purely subjective. As you can tell by this thread, ask for the best and you end up with a list of pretty much all of them. So, not really helpful.
I have a few of them too, but I can say the new kid on the block that has caught my eye/ear at the moment is the new L4. Quick no fuss UI still gives you plenty of control and it enables you to pull up a really good sound really quickly. I dare say there is some real intelligent context aware stuff going on under the hood.

newfangled elevate is my go to. easy to work with, sounds great, and can really be pushed without falling apart if that’s your thing. not to mention the other tools that come with it are all phenomenal. it blows my mind that it doesn’t get more recognition than it does
