There is probably already a variety/collection of plugins that can do what you want, and probably all freeware also. Learn how to use them and you can realize and refine your idea. If you really think you cannot do what you want with plugins (or hosts) already available, I advise you to share your idea. You will not be able to protect it once it's out in the wild. All major visual environments are pretty competent when it comes to midi, so it's pretty much up to what you prefer working with. This entirely depends on where you're comfortable. If you're used to lines of text, sure, use Claude with maybe Juce? If you're on mac, would it run in a Logic Scripter instance? Does Reaper's JS plugin system have MIDIin & MIDIout? For GUI-coding, maybe don't bother with Reaktor any more (since nobody knows what will happen to it) but you could prototype it in Pure data or Bidule, free and free-long-trial respectively.

I personally would have suggested Pure Data as well because it is free and open source and has been around for decades and seems to have some community and ecosystem around it, so it should be pretty future proof.

It sounds like you think you have a great idea and you want to commercialize it. That means you're starting a business. You don't have the skills to actually build the product, so your business needs to hire people.
The coder will need to invest X months of their life into building this thing, which corresponds to Y amount of money. If you pay them for their hours, it will cost you Y money.
However, if you work from the 50/50 promise, the coder you end up working with is now going to be your business partner and they will own part of the business.
This may seem like a great deal to you: You run no up-front risk and when it works out you get rich. It's not a great deal for the developer: they're investing Y amount of money into this, and so they are initially taking all the risk. More risk usually means more compensation.
Plus, it takes more than an idea guy + a coder to have a successful business. How are you going to be marketing and selling this stuff? Or are you going to hire more people for that — and are you paying them out of your cut or does the split suddenly become 1/3rd?
Starting a business with no money and no skills is almost impossible. You're going to need a hell of a sales pitch to convince anyone to work with you, especially if you have no track record of running businesses or doing anything relevant in this area. Good luck!

Thank you for your honest response . Just a few things, if i would to became rich he would also, but that is not the goal. You are assuming the coder would be working on a bad idea from the start and would be " wasting hours" with no passion involved. The plugin itself it's easy to make for an experient coder. Like i said before we would be writing history since is a new system, an evolution of what we have right now and you bet i have a good sales pitch. That's why i was clear i just need to find the right person. All things related to business models are to be decided by both of us as the 50/50 implies.
