Computer build for Cubase/Vienna/Kontakt/ and Digital Samplers

Hello all,
I posted this same thing a few years ago, but couldn't build the machine, but now I absolutely must. So I was wondering....

I apologize if this topic has been answered over and over again, but I'm just starting to put together a build of a system to replace my current one. My current system is over 5 years old running Win10 Pro with a Asus X-99 Mobo and an Intel i7-5960x 8 core cpu @ 3.00Ghz. I'm also running 64gigs of memory. Basically, I'm looking to build a system that is more up to date and can handle my composing needs.

For the most part, I'm running samples in K7 through Vienna Ensemble - I would like to have most of my sounds in one box but have two or three slave computers just in case I need to use them (using Vienna Ensemble etc). My template is fairly large as I like to have everything loaded at once - Within cubase its usually 200+ tracks seperated out into orchestral sections (using standard Orch libraries - EW, Berlin, Spitfire etc). I run reverbs per section bus, but also want the freedom to be able to add individual reverbs when I need to.

Most of my current needs have been ok with this setup, but its starting to show its age as I use more reverbs, amp simulators and synths....

I'd basically like to build a composing rig (recording audio isn't as important to me), that has very little latency so that my real-time monitoring of VSTi samples is near-instant and so that I can use my favorite verbs (tcElectronics, Valhalla, AltiVerb) on my main orchestral busses. I also plan on using Guitar simulators and amp simulators as well as mastering (after the mix, not really in real time) with T-racks.

My audio interface (I rarely if ever record) is a Steinberg UR28M.

If there is already a mega thread about this, please send me a link, but basically my questions would be:

Budget would be something like 3-4K USD on the upper side.

1. What processor would y'all recommend for something like this - primarily orchestral writing (but with the freedom for Rock Stuff/Amp sims etc).
2. What cooling system would be quiet enough to compose with?
2. What Mobo (I was partial to Asus in the past, but honestly, can go with anything) - basically I need lots of ports for SSD's and drives, fast drive and usb bus speeds.
3. Is there a video card, that will allow me to run 3 monitors without breaking my bank?
4. What case would y'all recommend?
5. Is there anything I need to know with respect to advancements in memory as I look for mobo/cpu/memory combos?

Not to overclock, but to learn to undervolt and maybe limit the max CPU wattage a bit
to make the system more silent.

Many cards are spread with hdmi and displayport as I have seen.
- most monitors have too, so will probably work

Cheapest I saw on this search was 2 hdmi and 2 displayport

For BOOT NVMe SSD drive, I prefer the models(not the entry level ones) with DRAM cache.
