They've also been introducing stuff between releases.
If it's something you just have to have, you can always buy that separately.
I think doing that will also reduce the cost when you upgrade.

I upgraded to 11 and must say the extra synths are marvellous. To my ears they sound good and give me extra options

I ran through the JUV 8000's factory patches last night and they're not all that impressive, really. There are a few very nice things hidden away in there but it's mostly pretty bland and boring stuff. OTOH, Airwave's factory bank is way more impressive and inspirational. Fortunately, I can use that inspiration on either of them. I can see a lot of feedback oscillator in my future.

If their sales have declined in recent years as much as it appears, then yes.
They’re clearly investing less in software development over the last several cycles. The only question really is if it is a cause or an effect.
There has been a whole lot less heat behind Arturia than there used to be.

I'm relatively unimpressed with the factory presets for both, but there's some very nice third party soundbanks for JUV-8000 (namely from Aiyn Zahev, Ultimate X Sounds and JKsound). I would attribute that to a much more saturated plugin market. I still see Pigments regularly mentioned in discussions for favorite softsynth. A few random people on KVR who already have a ton of plugins is not really representative of the plugin market as a whole

It's not the pace so much as the content. About half of the new instruments over the past 3 V Collection versions have been Augmented Instruments, which are just sample libraries wrapped in the Pigments engine. That takes considerably less development resources to produce. To me, that gives the appearance that Arturia are slowing down. And anecdotally, the new models they have introduced over the last several years seem to generate less excitement.

That's four things not Augmented
Version 10 had
CP-70 V, MiniFreak V, Acid V, Mini V4 and Wurli V3,
That's 5 non augmented
looking back at other releases
Version 6 they gave us Buchla Easel V, the Clavinet V, the CMI V (Fairlight CMI), and the DX7 V. So they made 4 new instruments just like in 11 and one less than 10
Now let's look at V Collection 7. They had Mellotron V, CZ V, Synthi V. and B-3 V 2
So with version 7 they had 4 new instruments just like in 11 and one less than 10
With 8 we got Jun-6 V, Emulator II V, and Vocoder V. The collection also features an update to the OB-Xa V and an overhaul of the Jup-8 V 4. So that's 5 with two of them being updates to existing instruments just like we saw in 10 and one less than in 11
So even if you strip out the augmented stuff they are still producing exactly as they have done for many many years now
While I am not a fan of the Augmented stuff, it's not like they are taking away from anything it's all just bonus content, and the reality is lots of people do like it

I like the Augmented series stuff. Unless they are buying their samples off the shelf, there's a shit-tonne of work that goes into a good sample library. That's why they tend to be a lot more expensive than your average V/A synth plugin.
Anyway, I'm discovering now how much difference their is between the two instruments (JUV-8000 and Airwave). I've been working on a song for a couple of days and I had a nice JP6K bassline doing a decent job but it was just lacking that last little bit of polish. So I fired up the JUV and copied the settings from JP6K. It was understandably thinner (because it doesn't have two layers) so I pumped it up a bit with some EQ and distortion and got it doing as good a job as JP6K but I couldn't get any more out of it.
So I duplicated the track and put Airwave into it and within a couple of minutes I had pretty much exactly the sound I'd been looking for. Maybe it was easier because JP6K is also from Adam Szabo but I don't think that was it because, if anything, JUV-8000 is more like JP6K to work with (which is why I tried it first). I think it's the dual layer nature of Airwave. JP6K has two oscillators you can layer, not two separate layers, so I think Airwave just gave me that little bit of extra flexibility to get what I was after. Whatever, Airwave wins this round. Hopefully the other stuff I got with V 11 will make up for that disappointment.

I think that depends what you're looking for. Their range has expanded considerably with their sample-based instruments, for example. But it's a mature market and a mature company with a mature product line. It's inevitable that things will go off the boil. It'd be about 10 new instruments and a couple of upgrades for me but I don't know.... I wish they'd step up their game soundwise and upgrade the Arp2600 and Modular V.

I don't know, I don't actually like some of their newer versions as much as previous versions. While I like the mini's updated filter with less loss of bottom end, overall I don't think it beats the previous version. And I think the SEM v2 was better than v3. I think I liked the older CS-80 as much or more than the current version too.
