Why is the ARA format so problematic?

As a plugin user I have experienced MANY issues with ARA plugins not working properly. I have seen similar complaints on numerous forums. All of these plugins are supposedly tested by both the developers AND the DAW developers who provided interface for them - so why are they so problematic?

There are always issues with new software but "ARA" seems particularly troublesome. Is it simply a matter of development learning curve - or is there some general problem with the ARA format?
