How do I do this, if possible at all:
A single period of a waveform (square is fine for now). Repeated every 1 to 20 times per second as long as I hold the key down.
For starters it is not clear to me whether I can use en envelope to cut off after one period exactly as that would be variable with frequency of the sound in question.
Can I do this in Surge? (or Zebra 3)

1 cycle per second is 1 hz
20 times per second is 20 hertz.
Basically LFO range (subaudible) until you get around 20 Hz depending on the individual.
I imagine you can set the oscillators by Hz, or figure out the conversion based on the numbers they use vs say the A notes to keep it simple (55 hz, 110 hz, 220, 440, etc.).
Edit: cycles per second are what determine frequency (or vice versa, they mean the same thing). If you play 20 cycles per second across the keyboard, they will all be the same pitch. You can do that by turning off pitch-tracking.
