I still think a cheap copy of Corel Draw from the humble bundle is probably the best bet. YMMV. Covers both PS and AI. Page layout too.

Corel is still a good thing. It was the first graphics package I learned, having bought it for $150 from a big box store, back in the day. But it hasn't been available on Humble Bundle since last September and the standard version is $640 from Corel. The online version is Au$15 a month.
