Plugin Alliance Not offering license transfers - How long has this been going on?

This seems to have been an issue for a very long time now, so I assume that it's a deliberate policy?

According to NI, who own them, it's just the ability to manually transfer them directly from your PA account that temporarily isn't possible, but will be at some point again in the future.
