Viktor and his team have hardly touched the factory library after the release, afaik only bugs were fixed where some presets had been broken over time. The team is focussed on other projects right now. Almost all presets in the factory library have been submitted long before the release, before the first public beta even, the process is a back and forth that often takes months. I agree. The only current method I am aware of is to make a copy of the current skin / theme and to then manually locate and rename the relevant favourite icon png files in the order you prefer.
It's a bit long winded when you own all Uhe products as you have to do this for each one to prevent erasure when updating etc.
I hope this could be simplified in the future.
