A tip, for free? Do it the old-school way & get your hards dirty: use an audio editor to chop up the loop into individual beats, use any sample player & sequencer to get results.
Probably not what you wanted to hear

brambos' tuareg (standalone) the best
ohm's liveslice (buzz machine)
ioplong's splonki (vst, never managed to use it properly
)
concretefx's dicer and microdicer -> edit:
not free (but cheap)
there was also a very cool free beat slicer with built-in sequencer in standalone (a bit like tuareg), xrazor, but it is discontinued and doesn't work under XP
btw I always wondered what xrazor became. It was so good, it cannot have disappeared like that. I know that x-incarn is now devine machine (and is now very expensive
), but what about xrazor ?

Fruity slicer... it's my favorite, cuz it's real visual, and i'm not sure, BUT i think you can buy their slicer for like $29, or less...

then shortcuit free looks more of a useful option compared to the ConcreteFX one. most deffenitly for sure.
