but I find it hard to believe you used google and couldn't find a free photo editor
did you use the words 'freeware graphics editor' in the search bar?
If you didn't you should give it a go

to be exact: I tried download.com ideas, and photo editor free, came up with nothing even remotely close.

Dunno about the gif animator, but for a photo tool, it's gotta be another vote for the Gimp!
