All of Sire Tugger's suggestions are excellent choices, even though I have an automatic national pride trigger response for Rush (I mean come on, Geddy Lee sang on the McKenzie Bros.'s album. Take off, eh!)
I'd add in as possible contenders Cabaret Voltaire, Galaxie 500, or Nirvana.

Well, Rush certainly are a fine three piece. But my favorite three piece is the Three Piece Fish & Chips deal w/ Cole Slaw, Fries & Sweet Tea from Captain D's Seafood.

I was in the drumline in H.S and had Rush posters that covered my walls, like thousands of others.
Although I have expanded my library, Rush will always be my all time favorite.

Well, I was refraining from the "best" line of thinking on my previous comment, but since you mention it, Beck and any other two guys is always my first choice, make one of them Bozzio and everybody else may as well sit on the sidelines and watch, as far as I'm concerned. Jon Butcher's first band- the Jon Butcher Axis.
Joe Satriani's original trio. While Joe became a little too much
of a wanker for my tastes in later years, his show over at First Avenue for the Surfing With The Alien tour is one of the best three shows I've seen
