Help with Chopper in SX 3

Chopper always renders a half beat off. I think it has something to do with tempo sync but not sure. Yes, I should RTFM, but seeing as how 240 pages drops me 40 bucks for a printer cartridge, it could be a while...

I just read that post and how it probably alienated a lot of you.
I'm running a Athlon 2800+, 1024 of RAM, and a SB Audigy 2 Value.
Chopper is one of the FX that comes with Cubase. Basically what I am trying to get it to do is cut the right channel on a stero VST out and then on the half beat cut left and open the right again and again for as long as I want.
If none of you have ever had that problem, could you suggest a free (hopefully) program that could do this. Otherwise I can just fracture my arm doing pan automation.

does it sound ok when you listen live but not render properly when you do export -> audio mixdown? if so, try exporting in real time, that sorted out a few glitches for me.
