Sim City 2000 came with a an extra game called Streets of Sim City, which let you drive around in your cities and blow things up. It had car crashing samples. I am pretty certain they were not royalty free, but I have seen at least 20 or more films, commercials, radio commercials, etc, that use these sounds.
It's always funny to me when I hear them, I used to play the game a lot.
Also, dumping a box of metal objects into a metal garbage can makes quite a good crash.

throw a shopping cart against a large metal dumpster. that should make a good noise.
you can simulate the screeching sound of the tires with a bicycle and stop it quickly.
that's the best i can think of.
if you give me a few days, i can share my samples of normal city traffic with you. it's just a bunch of car/trucks going by.

I have a few films with sound from work (which is a crash laboratory). Unfortunately, most of the films in a crash test is @ 1000fps and lacks sound.
However, I have a few 50fps avi's with a lot's of background noise but also with a very real 30mph side impact car-to-car impact sound. Would you like me to extract the sound and upload it somewhere?

Normal crash tests have no sound recorded but this test was done for marketing purposes for the Volvo S40 release back in 2003 (an Volvo XC90 is impacting the side of a S40), therefore a couple of 50fps cameras were used which also recorded sound.
As you'll find, there's plenty of background noise due to the wire motor and the not-so-optimal of the quite big laboratory. The mp3 file contains sound from 5 or so different camera positions.

Some of you might notice that the tire screech is AFTER the impact. The is because of it's a side impact, the "target" vehicle is skidding laterally after being impacted by the "bullet" vehicle.
