Same instrument, though various specimens can sound different. Pennywhistles are made in several keys -- the performer might've switched because the piece of music had modulated to a different key.

[edit] My mate, who just got home, provides the following, to be recited in a childish voice:

"I bought a wooden whistle... but it wooden whistle. So I bought a steel whistle... but it steel wooden whistle. So I bought a tin whistle -- and now I tin whistle!

I don't own giga or chickensys, so is there a way I can use these. The demos are very appetizing.
Anti-aliasing is for "synthmonk%ys".

Get either the Awave 9 demo, or the VSampler demo. Both work for 30 days, and the VSampler isn't even feature disabled. Both of these can open your GIGA files and save them as SF2. But since you only have a limited time for the demos, don't get them till you're ready with all your gigas! However, you may grow to like them, and even buy them, then you won't need to worry about limitations.

@Koolkeys: I didn't recognise any of the instruments. The first picture looks like a bagpipe to me. 3 and 4 look like whistles, but then there are thousands of whistles around the world, all a little bittle different and with their own name. I've done a Bombarde, which is a shawm...somewhat similar to the chanter of a bagpipe. And I did a Tin Whistle...which might be somewhat similar to the whistle on the picture.

I think the first one is Uilleann Pipes, the second one is a tin whistle,possibly a Clark, and the third is another tinwhistle, not sure of the make, though.

Yeah the first is uillean pipes(irish bagpipes,much less harsh and throaty than highland pipes) alright and the others are whistles;i,m irish and i play them so take my word for it.

He probably changed whistle in mid song in order to faciltate a key change as each whistle only really mananges one pure and one overblown octave and are normally made in one key(although tunanble versions can be found.)
