a few months ago i was looking for one, too, and i found one, but i can't remember where !
the plug in name is actually 'denoiser'; it has no gui, but works really fine.
i found it with google search...
i'm sorry not to be that usefull, but now you know that it does exist !
(maybe it comes up in a bundle of 3 plugins, but i'm not sure)

Since noise removal is something I would apply to a recorded audio file and not VSTi output, the more logical solution is to look for the function in your audio editor. Then it is removed permanently and you can use CPU power for other things.
CoolEditPro / Adobe Audition has an excellent noise remover. Maybe Audacity (for free) features one also, don't know... Other suggestions?

A good bet is to find a site that still has an old version (1.1 or something, can't remember) of the cool edit demo for download. It's functional in that it will let you use only certain processes at a time, without restarting, and one of these is the noise reduction.

Acoustica has some good de-noising algos. Its free for 30 days, and very affordable after that..

Cool Edit 2.1 is fantastic. I use it religously.
