automating 1 plugin to trigger another

My question is this I am uisn live 4.0.3. I wantot be able to get the FLITRATOR to automate a dely so for example when the filter opens there is no delay and when the filter cl;oses the delay opens . I wanna be able to take a vocal and dleay it out so it blends in with a SYNTH.Is this the best way to go about it .If so how would I achieve this in live.
