What software to record vocals, quality.

Everything else being equal, mic, preamp, etc. what program would you rather record vocals in; in terms of ease and quality, Acid Pro 4, FL Studio 5, Tracktion 1 or Cool Edit Pro 2. Thanks PS Why does it seems as though Tracktion does not play the first notes when they start at the first bar.

You mean the first MIDI notes? It's a known issue, and probably the single biggest "bug" that should be fixed in T1 in a final release.
However, to compensate, just drag your MIDI clip a little bit before the beginning and you're sorted.
All things being equal, I don't think any particular one will do a job better than the other in terms of sound. Certain features will be handier, though-- for example, if you're a poor vocalist you might want to choose one in which there are audio "cycled" recording tools and an easy way to "comp" a new part or at least select between different performances.
Tracktion 1 is NOT great for that sort of thing, though there are tools announced as coming with T2 to make it a snap.

I'm not aware of the playback issue with Tracktion - you might want to ask at the Tracktion forum here at KVR.
I find FL Studio to be great for audio recording of any type, but Live and FLS are generally equal at that point IMHO. Cool Edit is of course great (I use Audition 1.5) but I find that if I'm going to work in a sequencer I'll record in the sequencer and then bring single or multiple tracks into Audition for detail work.

Of the 4 hosts you mention for recording vocals, I'd advice Tracktion and CoolEdit. And thats only because I've seen that in action. Could be perfectly doable in Fruity and Acid...
Now for "Quality", in all these programs the recordings will sound exactly the same. You will hear lots of people saying they find program A to have a more defined high or whatever. These allogations were never scientificly proven, its bollox.
In this case the difference in quality lies in workflow, how you can get the work done. Only you can determine that...

The quality should be determined by the hardware not software. just use what you prefer.

I was using soundforge/acid for recording vox,but ended up using a cheap little app called 'guitar fx box'
It was intended for playing/recording guitar but ended up being great for recording vox too
It comes with your standard fx including compression and eq on the incoming signal.
It's small, and there's less fiddling about ahead of time to record
and I've found that with most of my recordings there is no need for any 'touching up' afterwards.
