You mention Lucifer, have you tried it? There's a lot of stuff in there, including several distortion effects and lots of step-sequencer graphs.

Lucifer sounds more like what you described in the original post. Metallurgy is more of a multi-effect with step-sequenced sections that compliment each other. You can get 'em both for under $100.
There's also ConcreteFX Buffered, which is free. The paradigm is very different from Lucifer, and I'd say it's both more difficult and easier, more flexible and more limited, depending on what you're trying to do.
