In order to memorize that typically IV7 doesn't use the natural third which is maj7 for IV, you could look at things this way: you can rely on the fact that the basic harmonic blues skeleton is based on dominant 7th chords, and that chord tensions are usually derived from the blues scale.
As from where the blues scale comes - it has African influences; those specific blue notes, which we don't have in our 12-tone system, can be found in their music. Theoretically, we could find justification in that they come from the upper partials of the overtone series (as some theorists say). But this is not so important. That's why, when we talk about blues, since it is neither major nor minor, we don't talk about polytonality, which is another topic. Rather, we could talk about blues modality.

if you mean by 'natural' [the third that would happen acoustically by amplification from a heavy IV], a major third, it's simply approached with more care than the notes occurring from a 'pentatonic scale'...
On the turnaround (wish I could record something right this instant to show this), a typical thing you hear is after V7, the IV7: a bend to the maj 3rd of IV - in F:, >'D', up (or THROUGH)>> to 'Eb', torture that sound a moment, and climb down.
