yes and the sequenze under will be muted than

From my understanding, you'd need to hold down a modifier whilst dragging. The modifier would then cause either the Part End (if dragging toward the start/left) or Part Start (if dragging toward the end/right) to move to accommodate the part being dragged. Unfortunately, we don't have Part Start or Part End markers...

The question also is what do you like to "Extend" (I think Extend Editing it's a better term).
Do you like to extend without effecting the internal Start Part marker? Meaning: extending as of now, just adding more part loops, or you like to extend but altering the Start Part ( end IF the End Part) markers?
Or if no Start/End markers are present just keep it as it is now but both ways?

Also do you mean that just moving the WHOLE part left or right is not going to mute the one going under but with Extend Editing then the Mute function would be implemented?

That wouldn't be that bad actually, but it could take some thinking to accommodate the possible scenarios...
