You're absolutely right.

The solution you suggest is not the same compared to a quick glance at the index page. Let me briefly explain: Most of the time when I'm online I have to use a fairly slow internet access (56K modem, 40K in best case). Flash, images and javascript are usually switched off.
Downloading a zip file of 3 MB needs more than 10 minutes. To discover nothing was changed since the last download is not a handy workflow. That's what version information is for.
But, please, since this seems to be a special problem of just one user let us drop this request. I wouldn't waste your time. Okay?

I have to say I'd rather automate a process based on the last modified date of a file than manually inspect the text content to see when the author last remembered to update the modified date. Automating the download and check wouldn't be much effort and far more reliable than manually (a) updating the file contents to reflect the changed date and (b) manually checking the file content to determine the changed date.
