messing with cleaning caches, preferences and such can mess with how NA works, or how a host deals with it.
I've had VE Pro consider all of NI AU unauthorizable. Besides that it's impossible to tell exactly why NA doesn't recognize its paths.

It does not work like that normally. Your installation is likely borked some way. A license is a license, third party is not different.

can you make NA not install VST2 where VST3 is available and not to install x32 plugins?

No. But, the least of NI's plugins are available now in 32-bit anyway.

I am not sure, but NA always says my plugins are broken, because it can't find the 32 bit versions. yet it installs the 64bit VST3 versions fine.

No clue what it's doing tbh, but the plugins work, so I dont really care.
Don't trust those with words of weakness, they are the most aggressive
