Sorry, but I completely do not understand your explanation. In particular, I still cannot understand why the setup works when the third target of the bank MP is duplicated but not otherwise.
The targets of the bank MP (MP 3) are:
1. the MP 4 value
2. the enabled state of MP 2 (MP 2 also changes the MP 4 value if enabled)
3. the unused Ratio parameter of target 1 in MP 2
4. the unused Ratio parameter of target 1 in MP 2 (a second time).
1 sets the value of MP 3 from the bank setting for the selected slot. 2 enables (or disables) MP 2 for doing its thing. 3 tweaks MP 2 so that it sends out an update to its target (if enabled). 4 does the same thing as 3 a second time.
In the above, the results are what is hope for. Omit 4, which should be redundant, and it no longer works.

Aaaha, I can see it now, it is probably caused by the interpolated option enabled, I'll check.

Anyways back your preset - you have there the "normally hidden MP", why? I mean you can use this one directly, you don't need a helper MP, plus this is the one you are enabling/disabling, so it only makes sense to use this one directly. Just checking

Hopefully this will make sense. I wanted the top MP (i.e., the one that was unused when the bank MP had other than the first slot selected) to remain open for modification. In a lot of contexts, this would be considered poor UI design. However, in this particular situation I was trying to mimic a drawbar organ with key presets. When a key preset other than "use the drawbars" is in effect, the drawbars can still be changed to be ready for the event of going back to drawbar control. I doubt that the behavior had anything to do with the extra, normally-hidden MP. I probably should have just left that out of the test preset I uploaded in order to keep the discussion more focused.
