Trial and error works, but sometimes leads you to false assumptions. Drop back to the SIMPLEST POSSIBLE path possible, and try to determine where things to awry. Are notes recorded as expected, or not playing back properly...

It IS possible there is a fault in the virtual qwerty keyboard VST or the MIDI Modifier function.

I would highly recommend a real, inexpensive keyboard with velocity control - some of them are under $100 and will be much more effective than using your computer keyboard. For one thing, you will have dynamics and most have a built-in octave transpose built in. and MIDI interface. If you notice, the on-screen keyboard lets you do that with the mouse, too - pressing the very bottom of the key is full velocity; halfway up will be partial velocity.

If you DO play keyboards regularly, you might want full-size keys and more than 2 octaves.

Even if you are not a real keyboard player, having dynamics instead of all notes at the same volume allows you to really effectively use VST's, as the tonal character frequently changes with "velocity", not just volume. Press lightly on a string synth patch, and it fades in nicely; tap quickly/firmly on it and it may have a nice bright (even gritty) bounce on the strings...

The qwerty keyboard capability is nice for auditioning things or composing while travelling, but that one-octave and no real dynamics is highly limiting.
