Did the VST3 get installed into a regular VST path? Some of the Sampleson plugins do that. Waveform won't see it. When it scans for VST2 plugins it looks for .dll files. When it scans for VST3 plugins it looks for .vst3 files. It won't find VST3 plugins in the VST paths and vice versa.

That might have been the case. I went around yesterday, and started copy and pasting all of the plugins I could find that weren't showing up and pasting them to both my programs and programs(x86) folders, and got some good results. I ended up uninstalling and reinstalling Ozone a couple of times, and finally found it. I had to copy and paste that one as well. So yeah, I guess that might have been the issue. My understanding is the VST3s should go to the programs folder and the VSTs to the (x86) folder, but it seems some of the install apps have it backward, or maybe it was me.

One thing that drives me nuts is how vst and vst3 installers put the files wherever they want. I think Steinberg set a standard 20-some years ago for each OS that very few follow...but that's not a Tracktion issue. That's just me griping.

No, that's not correct and it's important. The (X86) folder is legacy for 32-bit software*. Some DAWS have the ability to load both 32-bit and 64-bit plugins but Waveform only loads 64-bit software. it shouldn't be looking in any of the (x86) sub-folders for plugins.

VST3 has a single** standard location: C:\Program Files\Common Files\VST3

Older VST plugins have a few common locations:
