Huh? :o :?
??

Voxengo's sound delay is exactly what OP needs to solve his problem. It allows you to set exact delay for something.. in milliseconds, "meters" and "feet". So it's extremely good at setting an exact 1 second delay for his delay aux to kick off. It does one single task and does it extremely well.
Maybe - but neither did they mention that he plans to use the delay solely as a send effect nor did they say anything about fumbling around with two different plugins in order to achieve what he wants - plus they also didn't say anything about not caring about it not being syncable - they were rather asking for delay plugins (as in FX-delay such as FF Timeless etc. (bet you've heard of that POS before :hihi:)), that offer a pre-delay before the one that goes through the feedback-loop - and they exist and some of them have been mentioned already.

So I really have a hard time wrapping my head around you apparently being absolutely certain that what you suggested is exacty what the OP is looking for.

what also works might be BYOME
with the input mix set at 50% or what-and however the input should be hearable
and
1 instant delay at 1000ms (it can go upt to 10 sec) and
another instant dealay at the desired delay time of OP's liking

TRIAD should be able to do the same (with more reouting options)

Post

eventide UtraTap has a predelay of up to 1000ms

HY-Dealy 4
has a main delay line (setable to up to 3200ms
and 2 seperate, independant FX lines, which also feature (yet another) set of delays (among other FX)
ie:
set 1st delay to your long 1sec first delay
and FX delay to the "other one" setting...

Probably just my own projection because what the OP asked for is exactly what I've had to do many times (mainly when mixing audio for film or in various specialty cases.. but still).

It's just very convenient to use the Voxengo plugin because you can easily automate it or turn it off at precise moments when the extra timing delay isn't needed. It's very convenient as a workflow instead of trying to find a "traditional" delay that allows for this. Sometimes it's beneficial to separate processes.
