This cheap peripheral + Tracktion = FUN

I have no programming abilities, and I know this is slightly off-topic, so I apologize. I have always wondered if there is any program that can take a directx joystick driver, and port it to a MIDI controller? In this way a cheap 20$ twin analog stick gamepad could be an extremely effective sound tool! does anyone know if this might exist already, or if there is any reason it could not be done?

I think Toby Bear may have made one, I know there are a couple out there you'll just have to search.
