I find ridicuolus that the price of the full product is 299 and the upgrade costs 199 ON SALE

Exactly my thoughts as well. On CE you can save 2/3 while on the upgrade only 1/3. Why?

The Kirk Hunter are on the same level so the advice makes sense. Albion One of course is another dimension really for another target audience imo.

At 49$ the CE version is an unbelievable value. This is a really well done library. But when you upgrade from CE to full you have to buy the crossgrade version which comes in at $400 if not on sale.

If you already have Sampletank 3 SE you qualify for the upgrade price which is on sale right now. So if you have Sampletank 3 SE you might prefer taking advantage of the upgrade sale, otherwise you can't really go wrong with the CE version.

I never understood why people like the Kirk Hunter libraries. Maybe it is because they are extremely easy to use. But they just sound a bit fake imho. The Miroslav libraries sound better to me.

The new player looks a lot more complicated/useful. But I haven't figured out how much more content you get to make it worth the upgrade price. It doesn't sound like more than $100 worth.

This sale price happens on a regular basis from what I've seen. It is more in line with Garritan personal orchestra than a sampler. I'm going to say if you need a starter orchestra it is a great deal for the sale price. But it isn't really what I would call a sampler because there are separate instruments and articulations.

I believe it's all 64 bit now. On the website you can see the list of new instruments in version 2. Also in version 2 all version 1 content in it's own section. I would say it's worth it.
