But, I would open Cubase, and, because Cubase scans for new pulgins, it would find the newly installed Waves stuff. That's when I would get a regular open-file dialog, with a title asking for Waves dll location. I pointed it to every Waves and plugin folder I could find, including going through user app-data folder, Programs and Programs (x86). The dialog would not accept any of them. Clicking Cancel to get rid of the dialog was the only way to get Cubase to finish loading. And then Waves was absent from the plugin list.
It's not a license issue because I activated a copy of C6 which I bought in the sale last week. I had to use Waves Central to do that, and it displayed all my Waves licences and downloaded the C6 license to my dongle. When I re-installed the last version before Waves Central, 9. 3, everything works, including C6.
I put it down to not having an up to date Win 7 installation (because of Microsoft's win 10 commando tactics).
