The sample files themselves are the same, but the sampler downloads often come with ready-made instruments, kits, racks, etc.

I have Cubase and I don't get the emails and can't find anything on their website about it. All links say "Not available in the US"

I notice the last email sale I got from them was a Black Friday one. Maybe that's all we get?
You can access it by using a VPN. If you do so you also need to delete the website cookie before you access the page. They keep location information in the cookie. But once you connected to a VPN and deleted the tracking cooking (or opened up a private browsing session) you can simply access the promotion through the Steinberg main page. And you might need to get creative with the address during the purchase process (have not tried that yet). They allow you to use Paypal, so you should be able to complete the purchase process. If you VPN into Europe, they will add VAT, but the promotion is also available in other parts of the world. When I accessed it through Japan yesterday, it even gave me US$ prices.

So that's a "no" then. ;-)

Sample From Mars is an amazing deal. But be warned, don't hit the name on the download link, it's not a sign off, it refreshes the page and you lose one of your 4 download times FOR ALL OF THE FILES. I spent hours downloading, unzipping, and installing just the ableton packs.
Another note, if you don't close the download page, erase your history, or turn off your computer the download page will stay there forever. I had it up for 3 days. I have a decent 60gb internet connect, and the rates of download were fine. Finally getting to actually enjoy the massive collection, well worth the time.

Thanks, didn't want to miss out on any samples by not downloading them.
I'm often like to compose directly with the samples rather than loading into a sampler.
