Secretly, i advise you to try its built-in reverb. Even despite enormous amount of great reverbs (incl freeware). This is a bit more than another long-tailed thing, especially in the aggregate with built-in modulation.
What regards intended application, I find it difficult to tell who (for what genres) might be interested stuttering today, except perhaps certain soundesign.

ideas come from inspiration and imagination, if stutter edit 2 fires either of these internal organs, the imaginarium or the inspiranium, both located in the paradoxical atrium, then you will find success in your quest for a use for stutter edit 2

This kind of solution would be a huge hit in the post-production world too.
As a midi-controller effect you have to create a second instrument track, insert the plugin, assign the sidechain, setup the send or sidechain of your trigger track all just so you can see if it’s doing what you want or so you can automate it. It’s not as straightforward as simply inserting an effect.
Midi-controller effects is A PIA in my opinion. It overly complicates what should be a simple solution, but that’s an Apple issue. iZotope should have foresight enough to allow isn to simply automate gesture changes.
It’s not a big ask, especially if you can already effectively do via midi controller,

Maintaining a software product depends on human developers. They go away, or retire or die. To get the code maintained by a new developer might mean to rewrite the complete product. You only get into that if the calculation of all costs isn’t a too high risk to loose money.
As long the products still run fine on all systems, you can also just observe the reactions of the market instead of jumping right away into a high risk area…
