didn hear the sample but was guessing it was that sloshy digital sound from crapily encoded mp3s as has already been mentioned FFT is your boy.

turning down quality on choirboy might do something nice in this regard, then.

mkenic ,didnt read all the posts and dont know if you found waht your looking for but for the perfect fx of lame mp3 you can try WaveTresh http://www.jezwells.net/VST.htm

put the: D treshold to 10
: thresh multi to 10
: deterministic to 0 db
: overlap to 4
Let all the other sliders to default setting

And you should get this wobling sines effect
