If you are talking about the noise when the camera goes down Neo's throught, Computer Music had a tutorial on it a few years ago. I followed along using +decimate. I think you animate the bit depth from high to low making it look like steps. I can't remember exactly how the averaging was animated, but I think it might have been more smooth than how the bit depth was animated.

it's a stock standard granuliser "time scretch" effect.
back in the day when reaktor first got it's granular components they had (probably still do) a super simple gadget called Formantor that nailed it to a tee.
just gotta have the right kind of vocal source for it, but any good spoken word would do just fine.
I can post an example if needed.

i know exactly what sound your talking about....not sure what was used...but ive always been kind of curious also...
sounds to me like some delay + reverb + chorus + flange + glitchy sh*t + time stretching + i dunno...just sounds like a bunch of random whatever...
crazy stuff...

There are many plugins that can do this granular effect, but most require some automation.
Someone asked for a sampler that can do it... AFAIK at least DirectWave has automatable loop points and automatable timestretch, and also a bit reduction effect.
By the way, most of BT's newer material has lots of different granulizing effects all over it. It is used in many tracks on Movement In Still Life and Emotional Technology, and on This Binary Universe the granulizers seem to be absolutely everywhere (the music itself lacks any [singing] vocals, though).
In particular the vocals of the track Somnambulist are granulized to death, so to say.

android, +decimate is automated all over in my songs - BT + soundhack is a pretty big chunk of the Matrix soundtrack. My favorite use of this is making automated-VST formanter/timestretch upright basslines.

It's not software, but I've got this exact type of effect using a Korg KAOSS Pad II. I forget which patch it is but it works like a charm. Makes a nice midi control pad too.

try a super super short delay and adjust the regeneration time. Then start pitch bending the original signal going into the delay. If it's the sound I'm thinking about where he goes into the mirror. I remember messing around with a super short delay and thinking it sounded kind of like that sound.
