The OP wanted two different time signatures and tempi at the same time in a sequencer.
3 in the time of 2 with 5:3 inside of that resembles two pulses at least or can be seen as two independent pulses, albeit I don't visualize it as that.
Such an applications exists but I don't remember the names.

Since Max was mentioned in the OP, it might be worth looking at Plogue Bidule - it allows multiple tempos and the ability to choose which one to sync to.
