Simply because they haven't updated it in more than a year and they are completely silent in their official forums. People have been asking for bug fixes and suggestions to make Padshop even more powerful, and Steinberg never reply nor give any response. That doesn't sound good to me.
Padshop is now baked into Cubase, and has been hailed as one of the truly bright spots of the latest release. As far as I know, there are no dealbreaking bugs in it. Cubase itself, on the other hand, appears to still (unfortunately) be a work in progress, inching up to that all-important 7.1 product release.

Padshop's generally positive reviews, plus Steinberg's revenue-generating model of offering additional sound-packs, suggests that it will be with us for quite some time.

True, it is puzzling that more packs have not been brought to market, but it appears that, for the time being at least, they have their hands full addressing other issues.

Padshop Pro and Retrologue are only available at the official site. As Download Version only and you need an Licenser (Soft or E-Licenser) I think

A good idea, Buy the normal version of Padshop and than the upgrade to Pro. I have made it so and you will get more money in the pocket ;)

Upgrade to Pro for 9,99 euro / dollar

Normal version 49,99 euro / dollar

Pro Version 79,99 euro / dollar
