I can confirm this. I tested in WF9 and T6 and it was the same. I think that drag and drop from the Files panel only works for TSC's own plugins*, not 3rd party. I found a fix for this. If you use the folder icon from the project browser it will work correctly. It's a limitation for sure, but it's not a bug in either TAL-Sampler of Waveform as far as I can tell.
* It works for Sampler, Multi Sampler, Drum Sampler and Micro Drum Sampler.
