I observe this also. That appears to be the key. If any Inspector is in focus, or was the last focus chosen, then 'W' won't close the Inspector(s). If the full set of focus possibilities consists of either "some Inspector" or "main window" then "having the main window in focus" is another way to put it.
Possibly the key detection algo for RC's 'Global' key category reports the keypress only when the main window is in focus (?).
FWIW, I really think that if the 'W' can -can- be made to work in all circumstances then it -should be-. That makes for consistent behavior that the user can rely on, and matches RC's own declaration: "Global keyboard shortcuts are valid everywhere, regardless of which area is in focus."
However, in the worst case (if I may so call it), if Global simply can't be truly Global, then I suggest RC's declaration be reworded to "Global keyboard shortcuts are valid whenever the main window is in focus" (if that's what it boils down to).
