It should work with the location you set under "My Library" location in the Bitwig prefs.
you could search your drives for "Default.bwremotecontrols" files and see if there is one that is recently changed. That would be the location the files need to be in.
To be 100% sure: change one of your selfmade remotes in Bitwig and see which file is changed.
If that does not work there is some strange magic happening and you better mail bitwig support.
(I'm assuming you extracted the zip files)

When I went to the path: \Users\username\Documents\Bitwig Studio\Library\.settings\devices (Mac) I had to create the ".settings/devices" folders as there were none there. I don't know if that means there weren't any settings or devices yet, or they are stored somewhere else. Anyway, I put a number of "default.bwremotecontrols" (unzipped) files there, but I see no indication Bitwig is seeing them. Can anyone tell me if they need to be put elsewhere and maybe how to direct Bitwig to them? Thanks,

As stated in the first post:
'NB The 'devices' folder is automatically created when you save your first panel, if you have not done that then create the 'devices' folder too in the above paths'
So yes this is normal. These are user devices, factory devices are elsewhere (I think inside the app)
The only indication you get that they are there is when you insert the plugin that is mapped, then it will have Remote Controls assigned, whereas previous to installing them it will have none

Thank you - that is helpful. When I run the mapped plugin, I'm not getting the remote controls, so must be something else wrong.

It might be the plugin format, they are specific to the format of the plugin they were made with - it usually says if it is for VST, VST3 or CLAP
Remember you need to unzip them so the folder containing the device map is intact as that has the plugin name/ID
