Soundtheory charges:
- a transfer fee of $25 per calendar year of ownership (!)
- as they use iLok, there's an additional $25 for PACE

If you're not in the USA, there are further costs:
- the fee for Soundtheory goes through Fastspring, who didn't allow me to pay in USD as I don't have a US cc/Paypal.
Instead, I had to pay €30 for each $25 (which at today's rate amounts to €31.51)
- PACE asked for USD, so there's an additional currency exchange fee (bank/Paypal)

In my case, according to Soundtheory's FAQ, I had to pay them $125 - but they capped that considerably after I asked their support to consider charging a more equitable fee (mentioning EU consumer law).

Anyone know Rhizomatic's license transfer policy? Does it become NFR if you buy secondhand?

They allow license transfers but it becomes NFR afterwards.

Moog apparently allows license transfers for plugins: "Can I transfer my Moogerfooger plug-in license?

You can transfer your license using iLok's License Manager software. Visit https://www.ilok.com/ for more information."

[Edit: they've now switched from iLok and been acquired by inMusic, so I don't know if they still allow license transfers. I'm waiting for a reply from support.]

Minimal Audio is totally easy to do a transfer now, just log into your account, click downloads, click transfer under the plugin you want to transfer, and enter recipients email address. Done! Easiest transfers of any company I have used.
