You are using MacMini, what is your VGA? If your VGA is not AMD then you don't need that feature

Mac mini support adaptive sync since the latest OS version. So basically, this screen feature will work.

After the question if you NEED it, I am not sure. I only saw that useful for hard-core gaming, at 90/120 frame per seconds.
I don't think you can do that on mac mini.
