Then this is Why you have to use "Packages" to do an Installer and use
the Right Mouse Click Trick it's more Professional to send an Installer then just send the Plugins!

Ok i did that Test Exporting on Windows 7 64 Bit OS i used v2.5.6 and v2.5.9 and they Work
and my Plugins Work in Catalina
here are Screen Shots Check at The Bottom you will see them listed Piano v256 and Piano v259

Not all plugins, and for those that don’t show up immediately, you only have to log out and back in again rather than reboot.

Hi you can Also Check Security and Privacy to see if the plugin shows there as Blocked!
Head to System Preferences > Security and Privacy > General and look for a note at the bottom of the screen about an app launch being denied.
Click on “Open Anyway” to bypass Gatekeeper and launch the app.
