Why is it that the blue tabs for controling volume on audio in Cubase are sometimes there and sometimes not? I've noticed this on a few versions and haven't found the solution. And while on the subject, does anyone know how to get more blue tabs to have a greater control, or is that not possible?

You mean on the audio parts?
As far as I've figured out, the volume tabs are there on a straight audio part, but disappear when you selct Events to Part (or whatever it's called) - when you slice up audio within a part, that is. Which makes sense I suppose, as a part that is directly recorded to audio treats the whole audio event as the part and vice versa. Whereas when you've sliced up audio within a part, the part volume tabs would have to fade at different levels on different audio sections.
The volume tabs also seemed to disappear when I occasionally set SX to Old Cubase behaviour (which I still do regularly because it just feels more comfortable that way). You lose a few options, but at least you don't have to learn a whole new set of shortcuts

kritikon is correct. The term he was lookign for was audio events in the project window. These events can show the fade and volume handles.
Once an event in made into a part, the events still have volume handles and fade handles when opened in the audio part editor.
Additionally there are more volume events that can be applied to the audio events in the audio part editor (using the pen tool).
