its kinda like when your computer f**ks up and all the audio goes stuttered and sounds metally?

chop it up and then use loop points that you automate, there are a couple of effects that do this autmatically, livetrigger or whats'it does it pretty good..hm, and that stutter edit effect is used in ALL types of contemporary electronic music, not just "hard houze"!

I think though that there are 2 ways to do this. One is to use a buffer VST effect, the other is to usea sampler.
1) Use a buffer effect like BufferSynthAlpha, BufferSynth2 or Heizenbox.
Or
2) Use a sampler and loop a tiny part of the sample. Then, trigger (play) this loop and mess around with the loop length or something.
Something like this anyway. Perhaps others can also help..

or if your host sequencer is slick enough with its audio clip handling, you can just do it by hand by dragging chunks around on your arrange page. make tiny snippets and group them together. you're then able to slide them around easily. Tracktion makes this kind of thing uber easy, especially as you have individual fade/volume/pan controls for each clip
Kick, punch, it's all in the mind.

Acid Pro has the built in chopper for that type of setup. It's a breeze. Too bad I don't use that anymore.
