dot upgrade vs. version upgrade: how do they know?

just out of curiosity, how do companies decide when to just add a dot upgrade to their host as opposed to releasing a new version. for example, sonar has sonar 5 now, but sonar 4 was only at 4.3 or something, right? why not just do 4.5 and really plug it so people know it has some big new features? is it just because "the all-new super neato sonar 5" sounds cooler than "sonar 4.5 with great new features"?

For most hosts, minor releases are not chargable, and do not contain new features (generally).
The major releases give all the new features, and are usually payed for.
The money thing may have a lot to do with why major releases come about.
