It's rather easy actually. Using an EG (envelope generator) you can create it. Apply an EG to the filer cutoff, turn your filter cutoff knob almost all the way down. On the envelope generator turn the attack allllll the way up, that should get you started. 
Edit: on second though, try turn both the attack and decay almost all the way up.

In the examples I posted there seems to be two FX layers. One being Filtered White Noise and the other being some other type of waveform that goes up in pitch right before the kick drum hits. Does anyone know how to make the second FX sound? What effects are applied to both the filter sweep and this FX sound to make them sound better? The filter sweeps I make sound very dull.

The original sounds alot better than mine and I cant think of why that is. I am generating whitenoise and automating a resonant LP Filter's cutoff knob. Should I be applying FX or is there something else that I'm missing? Please help me in getting this FX as I have been trying for a long time.
