What is the voice effect used in that 'Cher' and 'Im Blue'

I was wandering what is the effect used in the tune Beieve by Cher and Eiffel 65- I'm Blue (da-ba-de-da-ba-di). I think its some sort vokator effect but it has very specific sound to it, which im not quite sure how to explain.
If you've heard the either of the song's and know what effect it is i'd be very grateful.

Edit: I suppose some info would help you. Some say it is an autotune that was used to do the pitch shifting in it. But you'll see what I mean when I said philosophical, because people will go on for pages about what was really used.

Regardless of what people are saying, Autotune will do the job fine and if you want something similar for free, try GSnap from GVST:

The piano progression in "I'm Blue" is excellent though..why can't we have a glut of threads about that sort of thing instead???

and what is that dabedidabedi part covering up? sounds like 'i believe i will die' or maybe 'if i was green i would die'. anyone know?

Though I cant really be sure what Cher's engineers used (who of us can?) I can say the Cher effect is a pain in the ass imo. Like doppler effect on the radar it was a negative point in the design that someone found a use for...however, too me the Cher effect is like clipping, if I get it, I dont have autotune set-up proper or my singing is way off...to sum it up it's easier to do then not to do...fast response on a moderate range for pitch correction...
